The facility manufactures coatings for the automotive and industrial markets. The only activity that is outside the scope of the Environmental Management System (EMS) is the remediation of a portion of the facility that is the responsibility of the previous owner.

The facility covers 713 acres along the Delaware River. Of this, approximately 60 acres are devoted to manufacturing. There is one main building and 3 support buildings. The remaining land is covered with woods and is undergoing a remediation by the former property owner with oversight from the NJ Department of Environmental Protection.

SECTION C: ENVIRONMENTAL PERFORMANCE RESULTS



Goal 1: BASF Corporation - Belvidere, NJ's first goal is to reduce the facility's hazardous materials use, specifically chlorine gas.
The facility has begun working with the Warren County Department of Health who is the agency that must approve the switch to a new disinfectant process. The facility also contacted its water treatment firm who indicated that they cannot handle the potable water treatment. The facility is now searching for a new vendor that can handle the switch to a new disinfectant.

The data source is the receipts for chlorine gas that were purchased for onsite use. Because chlorine gas is only used in the water treatment process, all purchased gas is included in this commitment.

Goal 2: BASF Corporation - Belvidere, NJ's second goal is to reduce the generation of, and improve the management of, the facility's non-hazardous waste.
The facility had a Waste Reduction Team that identified and implemented a number of improvements for the site including: (1) waste audit by our recycling vendor; (2) employee and contractor training, (3) establishment of recycling areas throughout the site, (4) event to raise awareness of the issue, (5) communication of progress, and (6) tracking of progress.

Note: the baseline and goal values were adjusted from the 2007 renewal because we determined that the information that was being provided by Waste Management (waste and recycle vendor) was incorrect.

All of the waste data is provided by our vendors that handle the material. The vendor weighs the material when it reaches their destination. Weights for pallets and small streams (printer cartridges) were estimated based on the number of units.

Goal 3: BASF Corporation - Belvidere, NJ's third goal is to reduce the facility's total water use.
The facility made a number of improvements during 2007 including (1) identification and correction of water system leaks; (2) change in administrative procedures to reduce boiler use and hence water use.

It should be noted that the facility reduced its water use by nearly 1,000,000 gallons (10%) between 2006 and 2007. Less than 1% of this water is used in production activities. The water's primary uses (e.g. comfort cooling equipment in the summer, boiler steam in the winter) are not dependent on production. Therefore, the production-normalized values are not an accurate characterization of the progress that the facility has made and will continue to make.

Note: the baseline and goal values were adjusted because the facility discovered that its estimates for water use at the water treatment plant were incorrect in early 2008. The baseline information value was changed from 6,942,057 to 9,416,265 gallons. The goal value was changed from 5,900,000 to 8,000,000 gallons.

The water use is measured by summing the number of times that we fill our water supply tanks and the amount added each time MINUS the amount that is fed back to the water treatment plant. The water that is used at the water treatment plant is used for the chlorine injector system and the soda ash/lime feeder system. This water is incorporated into the water supply to the facility and is essentially in a closed loop.

Use of Natural Resources (nitrogen gas) The facility uses nitrogen gas to blanket its equipment so that any uncontrolled sparks will not be able to ignite the flammable vapors. The facility undertook a project to reduce the nitrogen use through actions such as (1) tracking progress, (2) communicating progress to site employees, (3) raising awareness of how employee actions impact nitrogen use, (4) identifying and correcting leaks in the system. The facility reduced its production-normalized nitrogen use by 66% in 2007 vs. 2005 and by 13% in 2007 vs. 2006.






SECTION D: PUBLIC OUTREACH AND PERFORMANCE REPORTING


The facility has a Community Advisory Panel (CAP) that met 3 times during 2007. The CAP consists of local elected officials, local agency officials (Fire Dept, Emergency Management), and local residents. During those meetings, the facility actively solicits input on any issues of concern.

The facility also accepts any input from the community through the security desk which is staffed 24/7.

The community did not identify environmental concerns during the year.

The facility communicated our environmental performance during the CAP meetings that were held. The facility also posted the 2006 Report Year Annual Performance Report (APR) on the internet and informed each of the CAP members of the address.
